The cost of living in America has surged to an all time high, and California is no exception. Although San Francisco's Bay Area is still the most expensive place to live in the U.S., some cities in the West Coast state are offering affordable housing, according to the U.S. Bureau of Economic Analysis. The low cost of housing does come with a serious downside though, as high utility bills are trending in nearly all of the 'cheapest' locations in the state, the San Francisco Chronicle reported.
