US calls Taiwan 'trusted and capable' partner, praises its ties with Eswatini

TAIPEI, May 4 (Reuters) - Taiwan is a "trusted and capable" partner of the United States and Taipei's global relationships, including with Eswatini, provide significant benefits, the ‌U.S. State Department said of President Lai Ching-te's trip to the southern African ‌kingdom.

Lai arrived in the former Swaziland on Saturday on a surprise visit after his government blamed Chinese pressure ​for nixing an earlier trip planned for last month by getting three Indian Ocean states to deny overflight permission for his aircraft.

China views democratically governed Taiwan as part of its territory with no right to state-to-state ties, a position Taiwan's government strongly disputes, and Beijing ‌has demanded countries stop any ⁠engagements with the island.

"Taiwan is a trusted and capable partner of the United States and many others, and its relationships around the world ⁠provide significant benefits to the citizens of those countries, including Eswatini," a State Department spokesperson said.

Every democratically elected Taiwan president has made overseas trips to visit Taiwan's diplomatic partners, and Lai's ​predecessor Tsai ​Ing-wen went to Eswatini in 2023 and 2018, ​the spokesperson added.

"This travel is routine ‌and should not be politicised."

Eswatini, home to around 1.3 million people, is one of just 12 countries with formal diplomatic ties to Taiwan, and the only one in Africa, where China has deep economic relationships.

China has condemned Lai's trip, which he made on an Eswatini government aircraft, saying he was "like a rat scurrying across the street".

The United States ‌is Taiwan's most important international backer and arms supplier, ​to the constant anger of Beijing.

Taiwan is "the biggest ​point of risk" for Sino-U.S. relations, ​Chinese Foreign Minister Wang Yi told U.S. Secretary of State Marco Rubio ‌on Thursday, ahead of a summit ​between the Chinese and ​U.S. leaders in Beijing later this month.

Lai says only the island's people can decide their future and that Taiwan has a right to engage with the rest ​of the world.

On Sunday, Lai ‌invited King Mswati III to visit Taiwan again. Lai had planned his ​trip to Eswatini for the 40th anniversary of the king's accession in April.

China condemns Eswatini for being 'kept and fed' by Taiwan in travel row

BEJING/TAIPEI, May 6 (Reuters) - China said on Wednesday Eswatini's leaders were being "kept and fed" by Taiwan, using unusually strong language to condemn the small southern African kingdom for hosting President ‌Lai Ching-te.

China and Taiwan have long traded accusations of "dollar diplomacy" to win support from developing ‌countries.

Beijing's latest criticism came after Lai returned home on Tuesday from a surprise trip to the former Swaziland, one of just 12 ​countries with formal diplomatic ties to the democratically governed island claimed by China.

Beijing views Lai as a "separatist" and has demanded that other countries refuse to deal with his government or host him.

Lai's government said China had forced three Indian Ocean nations - the Seychelles, Mauritius and Madagascar - to deny overflight permission for his aircraft when he ‌first planned to go last month ⁠for celebrations of the 40th anniversary of the accession to the throne of King Mswati III.

Lai had "stowed away" to get to Eswatini, said Lin Jian, a spokesperson of ⁠China's foreign ministry.

This showed that "separatist" activities were rejected by the international community and were a "scandal and a farce", he told reporters in Beijing.

"Some politicians in Eswatini, kept and fed by Taiwan, have provided space for Taiwan independence forces — ​this runs ​counter to the tide of history, and China strongly ​condemns it," Lin added, using a derogatory ‌expression used to refer to a person being kept in servitude to another or used as a lackey.

In response, Eswatini's acting government spokeswoman Thabile Mdluli told Reuters the remarks were "deeply unfortunate and fall short of the standards expected in respectful international discourse. It is especially concerning when statements of this nature come from a country that positions itself as a responsible global actor."

"Eswatini must not be bullied and our sovereign decisions ‌ought to be respected by all," she added.

Taiwan's government has ​been in celebratory mood after Lai made it to Eswatini and ​then returned via a circuitous route skirting ​airspace controlled by Mauritius and Madagascar.

Instead of travelling on a plane chartered from Taiwan's ‌China Airlines, as originally planned in line ​with usual practice, Lai flew ​on the king's private A340 aircraft.

The trip further deepened the friendship between Taiwan and Eswatini, Lai, who rejects Beijing's sovereignty claims, told a regular weekly meeting of his Democratic Progressive Party on ​Wednesday.

Despite China's "blockade and suppression", Taiwan "will surely ‌advance steadily onto the international stage" as long as it remains unyielding and united and ​works hand in hand with like-minded partners, Lai added.

Now both are within reach, starting with the second leg of their semifinal at home against Atletico Madrid on Tuesday.

The first leg ended 1-1 in Madrid last week after offsetting penalties for two teams looking for a first European Cup title. Arsenal will be hoping its home field advantage at Emirates Stadium makes the difference in the return.

“After 20 years to be in this position again,” Arsenal manager Mikel Arteta said. "We are so hungry to get the game that we want (Tuesday) and go through to that final.”

Arsenal routed Atletico 4-0 at home in the league phase in October, but expect Diego Simeone's side to be a lot more solid defensively in the return to London.

“I’m going to try to tell the team to play like they did in the second half (in Madrid)," Simeone said. "If it’s that easy it would be great. We have a lot of faith in what we’re doing.”

Both teams have been boosted by injury returns as forward Julian Alvarez is expected to play for Atletico and Arteta said captain Martin Odegaard and forward Kai Havertz are both available.

Atletico reached the final twice under Simeone, in 2014 and 2016, losing both times to crosstown rival Real Madrid.

Arsenal lost its only final in 2006 to Barcelona. This time, defending champion Paris Saint-Germain or Bayern Munich will await the winner. Those two play their second leg on Wednesday after apulsating 5-4 winfor PSG in the first leg.

Arsenal's quest for a first Premier League title was also boosted on Monday by Manchester City drawing at Everton 3-3, meaning the Gunners can clinch the trophy by winning their last three games.

Atletico is only fourth in La Liga, 25 points behind leader Barcelona.

Lawmakers demand answers from Secret Service and beyond on DC dinner

WASHINGTON — More than a week after prosecutors say a gunman allegedly tried to storm theWhite House Correspondents' Association dinnerand assassinatePresident Donald Trump, lawmakers, former Secret Service officials and security experts say that the official response leaves a broader set of questions unresolved.

The Secret Service says itslayered security plan workedin preventing the suspect from reaching the ballroom and wounding any of its VIP protectees, but much remains unclear about what happened outside the agency's perimeter separating the annual event for about 2,500 people from the very busy Washington Hilton hotel where it took place.

Some said Congress, at the very least, should hold hearings on the shooting,just like it didafter the Secret Service allowed another would-be assassin to injure Trump at a campaign rally in Butler, Pennsylvania in July 2024 before being shot and killed by an agency counter-sniper.

At the April 25 dinner, accused gunmanCole Tomas Allen− a guest at the hotel − was able to sprint through a metal detector at the outer Secret Service perimeter carrying a shotgun before stumbling, falling and being restrained by security personnel.

Attending the event were not only Trump but also Vice PresidentJD Vance, numerous Cabinet members and others in thepresidential line of succession, all the way down to 92-year-old Iowa Sen. Chuck Grassley.

Sen. Josh Hawley, a Missouri Republican, called for an oversight hearing to determine whether the Secret Service deployed enough resources and did its job right − and whether reforms the protective agency had promised after the Butler close call were put in place.

Hawley notedin a letter to its Republican chairmanthat the Senate Homeland Security Committee conducted a bipartisan investigation after Butler, held a public hearing, produced detailed reports documenting serious deficiencies and developed proposals to address them.

"This was an important part of a broader effort to understand and fix what had gone wrong," including communications failures, technical issues and resource shortfalls, Hawley told Sen. Rand Paul of Kentucky.

"The American people," he said, "deserve full transparency following yet another apparent assassination attempt ofPresident Trump."

One attendee at the Correspondents' dinner, Republican Rep. Mike Lawler of New York, went even furtherin a post on X.

"There (were) numerous glaring security issues," Lawler said, calling for "a complete and thorough" review of "how the gunman got from his hotel room into a secure area with numerous guns."

'The site was set up perfectly'

So far, the Secret Service is sticking with its official position that it did everything right in stopping Allen one floor above where the president and other protectees were dining with journalists and VIPs.

Secret Service Director Sean Curran told Fox News on April 30 that the agency's "multilayer approach" worked as intended.

Allen did breach the perimeter, Curran acknowledged, but other uniformed officers and agents, a rifle team and "other assets" stood between him and the agency's protectees.

"We do a study. We do blast analysis. And from start to finish, you're talking almost 355 feet from magnetometer to podium," where Trump was sitting, Curran said. "That's a long distance to get to."

Taking everything into account, Curran said, "The site was set up perfectly."

Trump and the White House staff were "standing by the leadership of Secret Service" and the president "personally thinks they did an excellent job neutralizing the shooter" and moving him, first ladyMelania Trumpand Vice President JD Vance to safety, the White House said in an April 27 statement.

The White House saidChief of Staff Susie Wileswouldmeet with the leadershipof the Secret Service and the Department of Homeland Security to discuss security after the shooting.

And Grassley, thepresident pro temporeof the Senate and chair of the Senate Judiciary Committee, has said he’llreview the protective agency's protocols.

On May 4, Secret Service spokesperson Joseph Routh told USA TODAY that Curran met last week with Republican and Democratic lawmakers in the House and Senate, and gave them "a comprehensive brief on the security plan and events leading up to the shooting."

'An absolute joke'

Still, the public statements defending the Secret Service have not answered a series of questions raised by lawmakers, former officials and security experts.

Juliette Kayyem, a top Homeland Security official in the Obama administration, said she initially thought the Secret Service could conduct its own review of the incident to determine what went wrong and how it could improve.

But after hearing Curran's remarks, she told USA TODAY, she now disagrees.

"Now that this has become so politicized, I don't have much confidence in the Secret Service review," said Kayyem, whose security firm advises host cities and private sector partners on World Cup security. "I couldn't believe it when the director said that."

It's one thing to say the perimeter worked, but other aspects of the security at and around the dinner raise serious questions, Kayyem said, such as whether the Secret Service should play a larger role in helping secure the space outside its perimeter and in investigating and surveilling potential threats. Allen arrived at the hotel a day earlier with the alleged intention to assassinate Trump and others in his administration.

"To say everything was fine," Kayyem said, "I mean, that's just an absolute joke."

Significant unanswered questions

Other unanswered questions remain as well about what happened, went might have gone wrong − inside and outside the protective perimeter − and which agencies, if any, bear responsibility.

Former Secret Service director John Magaw hascalled for an outside reviewof his former agency by the FBI, saying, "you don't want to investigate it yourself. The public won't believe it."

Longtime security consultant James Reno told USA TODAY that even when the primary security perimeter is strong, "the public and adjacent spaces outside of it can present different challenges that are harder to control in real time."

“What incidents like this highlight is the complexity of securing large, high-profile events that span multiple zones, agencies, and layers of responsibility," said Reno, vice president of Shooter Detection Systems and Alarm.com.

Tom Lynch, a spokesman for the Metropolitan Police Department in Washington, DC, said it's too soon to resolve at least some of the key questions, including how local police agencies like MPD can best support the Secret Service on such events.

"We're in the fifth day or sixth day since this happened and reviews of this magnitude can take months to years to be comprehensive," Lynch told USA TODAY in May 1 interview.

Who was in charge outside the Secret Service perimeter?

Beyond the shooting itself, the incident has exposed broader questions about what could be security gaps in the public areas of the sprawling hotel, which takes up an entire city block several miles north of the White House.

The hotel, outside of which another would-be assassin tried to kill President Ronald Reagan in 1981, was open to guests and other visitors during the event, including hundreds of Washington VIPs and journalists attending more than a dozen pre-event parties on various levels of the hotel.

Lawler said in his post that no one asked him for a photo ID, and that there was "no verified list of attendees."

"There was not a good handle on how many members of Congress were at the event and where they were in the room," Lawler wrote.

He also said there were no metal detectors to keep a potential gunman from the many pre-parties occurring in nearby parts of the hotel that were also attended by government leaders.

At least some of that security is supposed to be provided by theUnited States Capitol Police, the primary protective agency for congressional lawmakers, including at events outside the Capitol. The agency did not respond to USA TODAY requests for comment.

In emails and other writings uncovered by investigators, accused gunman Allenmarveled at the lackof security at the hotel, from being allowed to check in with a small arsenal of weapons to wandering the premises in the hours before he breached a Secret Service security perimeter in an effort to get into the ballroom where the event was underway.

"I walk in with multiple weapons and not a single person there considers the possibility that I could be a threat," he said in a letter he wrote to family shortly before the attack that was published by the New York Post. A senior law enforcement official confirmed its contents to USA TODAY.

"The security at the event is all outside, focused on protestors and current arrivals," Allen wrote, "because apparently no one thought about what happens if someone checks in the day before."

The Secret Service has said it was responsible just for the immediate perimeter leading into the ballroom on a lower floor of the hotel.

But Magaw,former Secret Service deputy director A.T. Smithand other security experts told USA TODAY the agency needs to examine how Allen was able to move through the hotel with weapons, including descending a stairwell and emerging near a screening checkpoint — areas generally outside the Secret Service’s secured zone.

The senior law enforcement official told USA TODAY those areas are the purview of either hotel security or local police, and that the federal protective agency is barred from singling out people for questioning or searches unless they are acting suspiciously.

What were the responsibilities of supporting security agencies?

Lynch, the MPD spokesman, said the police agency's role was limited and directed by the Secret Service.

"We were not on first base for this,” Lynch said. He said the police department did provide security for the event outside the Secret Service perimeter but declined to discuss details for security reasons, including the number of personnel deployed.

“I’m sure we’ll be a part of their broader review of this, and it could shift the way they want us to support them,” he said. “But we are not, at this point, to my knowledge, on our own reviewing aspects of what we did that day.”

Lynch declined to say whether MPD has identified any issues with its own personnel, cautioning that it is too early for conclusions.

The Capitol Police, has not issued any statements about the dinner except to say this soon after it ended: "The Members of Congress who attended the White House Correspondents’ dinner are safe and secure. We are assisting our federal and local partners with anything they need."
