A California man who discovered he had been paying his neighbor's larger electricity bill for 15 years has revealed his power supplier's outrageous response. Ken Wilson, 56, has lived alone at his apartment in Vacaville, between Sacramento and San Francisco in California, since 2006. For years he could not understand why his electricity bills were so high and did everything he could to conserve power. It was not until earlier this year that he learned his power provider PG&E had made a shocking error and was charging him for a different apartment in the complex since as far back as 2009.
