A pair of neighbors have been engaged in a bitter property war for the past 15 years concerning a small row of windows looking out on the San Francisco Bay - with one tenant planning to build 'spite wall' to block the other's views. Teresa Votruba, 76, is the owner of several units in one of the buildings located in San Francisco's Telegraph Hill neighborhood. Her neighbor, retired management consultant Bushra Khan, 69, has lived in a condo on the top floor of the building next door since buying it in 2010.
