"Mr. Fritz's determination­making capability is so impaired that he is unable to make, communicate, or perform necessary selections concerning his own financial affairs."

An exhibit was mentioned in the courtroom papers from a physician, confirming Frank "does not have decisional capacity."

"Selections have to be made for Mr. Fritz's care and placement whereas he continues to get well and receive remedy for his accidents," the legal papers continued.

"Appointment of a guardian and conservator is important to keep away from quick harm to him."

The Petitioner requested a separate "longtime good friend" of Frank's, who "has been aiding him in decision-making because the stroke," be his guardian.&
